The data revolution offers exciting opportunities to transform development, however, because financing for data from domestic and international sources remains appallingly low, and resources are often not used effectively, low and middle income countries struggle to take advantage of these opportunities.

This initiative will secure better cooperation and action on data financing at a watershed moment, when the possibilities are understood but the political capital and institutional frameworks are sorely lacking. Through this initiative, we will:

  • Strengthen the evidence base on the value of investing in data
  • Challenge donor behavior and build consensus around a new way of doing business that is driven by practical needs at the country level
  • Advocate for more financing by exploring how to put a stronger emphasis on data in existing and new financing instruments, and seeking new sources of financing

This work program is supported by an expert group of GPSDD partners who bring unique perspectives and expertise on financing for data.

What Do We Know About the Value of Data?

There is strong rhetorical consensus that better data are a prerequisite to achieving the Sustainable Development Goals and leaving no one behind, but the demand for better data has not translated into corresponding growth in funding. To confront this challenge, this paper seeks to better understand what we know about the value of data. How have economists and other researchers attempted to measure the value of data and how well do they do at painting the picture of what data are really worth?
